Many of the recruiting agencies in the US have a UK division as well, such as Michael Page. The bigger question is probably obtaining your visa to work in the UK. This usually takes sponsorship from a UK company which has already offered you a job.
If you already have permission to work in the country then I would recommend reaching directly for a UK employment agency in your desired area. I can recommend some if you are interested.

Yes. US based Job Recruiters can certainly help you for a Job in UK as well as at other destination of your choice through their own branch in UK or at other destinations, or through Job Recruiters in their net work of association.
